Goals and Objectives of ESITU

1. Established focal unit within DOTr on climate change and sustainable transport initiatives.
2. NIP mainstreamed in DOTr programs and activities or government planning process.
3. High public awareness on sustainable transport initiatives of the government.

Expanded Functions

1. Serve as the focal coordinating unit for climate change and sustainable transport initiatives or activities of DOTr.
2. Represent DOTr in climate change en environmentl transport related meetings deiscussions and initiatives.
3. Lead and coordianate the implementation of the National Implementation Plan (NIP).
4. Envisioned to launch programs and projects and develop IEC activities that promote sustainable transport initiatives.
5. Encourage partnerships with different sectors (development organizations, LGUs, NOGs, private sectors) for the promotion of EST.

Duties, Functions and Responsibilities

1. In-charge of SVPCF programs and projects.
2. Participation in Climate Change related activities.
3. Representation in various sustainable transport meetings.

Legal Basis

Department Order No. 2013-03 provides for the creation of the Environmentally Sustainable Initiatives Transportation Unit (ESITU). The Republic Act No. 8794 states that Seven and one-half percent (7.5%) shall be allotted to and placed in the Special Vehicle Pollution Control Fund.

General Description

The ESITU for the SVPCF is established under the Office of the Director for Planning Service and will act as the project management team for SVPCF-funded projects. The Unit is to prepare budget proposals for the SVPCF, monitor the implementation of the SVPCF-funded projects, coordinate with involved officials and divisions regarding SVPCF-funded projects proposals, and prepare and submit yearly fund utilization reports and projects implementation indicators.
